There are a lot of Rubik's Cube competitions scattered across the world. It is at these competitions where "official" world records are made.
The WCA(World Cubing Association) is the group which organizes big cubing competitions and world cubing championships. It is a non-lucrative group nearly working with only volunteers.
A competition is divided between all types of cubes, such as 2x2, 3x3, 4x4, etc. Each category is then divided in rounds. During each rounds, the goal is to solve 5 randomly-generated scrambles. We then find the average by taking the 3 middle times. Each round consists of the same thing, until we get to the finals.
WCA world championships are rubik's cube competitions, but they are international. We can compare these championships to the Olympics. Cubers from different countries all gather to participate in the World Championships.
